U.S. Army Corps of Engineers Requests Public Comment on Montanore Mine Permit

The U.S. Army Corps of Engineers is seeking public comments on Montanore Mineral Corp.'s Section 404 permit application. The corporation's proposal to open mining operations in northwest Montana's Cabinet Mountains Wilderness and Kootenai National Forest is under scrutiny because several aspects of the plan conflict with the Clean Water Act, the Endangered Species Act, and state water quality standards. Any individual can submit comments on the application by Feb 14, 2012.

(OPENPRESS) December 29, 2011 -- The U.S. Army Corps of Engineers has commenced a 60-day public comment period in which individuals throughout the world can submit their feedback and concerns regarding the Montanore Mine proposal in Northwest Montana. The comment window closes on February 14, 2012.

According to the Corps public notice released on December 16, Montanore Minerals Corporation (MMC) has submitted an application for a Section 404 permit that the corporation must obtain as one of many in order to commence construction of its proposed copper and silver mine, to be located in the heart of the federally-protected Cabinet Mountains Wilderness with milling operations within the Kootenai National Forest (KNF).

Pursuant to a Section 404 permit, Montanore has submitted its plans to fill in federally protected wetlands as well as discharge potentially contaminated mine tailings into the pristine waterways of the National Forest. The MMC proposal describes establishing a tailings dump on 608 currently forested acres of the KNF, with a permanent tailings monument measuring some 10,300 feet in length - nearly two miles - and 360 feet in height - approximately 36 stories high.

According to the Corps notice, "an estimated 11,949 linear feet of jurisdictional stream channel would be impacted by fill material" and up to 12.2 acres of wetlands would be affected." Additionally, the fill materials discharged by the MMC operation in the natural waterways "would eliminate populations of aquatic organisms" in the area.

The vast quantities of natural water resources that the Montanore Mine proposes to consume would reduce stream flows and lake levels throughout the region, and block threatened bull trout from accessing their customary spawning grounds in the East Fork Bull River. Groundwater levels would not even partially recover for 1,300 years.

The Army Corps must determine whether it will permit the extreme violations of the Clean Water Act that the Montanore mine project proposes. Public, local, state and federal agencies, Indian Tribes and any others are eligible to submit written comments. These comments will also help the Army Corps to determine whether it should schedule public hearings to further discuss the immediate and long-term implications of the Montanore Mine project. Any individual may request a public hearing with sufficient justification.
